China’s 13th Five-Year Plan and the Auto Industry

The 13th Five-Year Plan for the Economic and Social Development of the People’s Republic of China (13th Five-Year Plan) was released by the Chinese government on March 17. The 20-section, 80-chapter and more than 60,000-character document outlines the country’s policy framework, priorities and economic and social development goals for 2016-2020, including an innovation-driven development strategy and an average annual growth rate of above 6.5 percent. It also touches upon a variety of auto industry related (including transportation and energy) issues. Following are highlights of the document summarized by CBU/CAR. – Editor

Chapter 10: Expand New Drivers of Development

Article 1: Promote Consumption Upgrading

Facilitate consumption upgrading through focusing on expansion of service consumption; support new ways of consumption in information, green, fashion and quality; steadily promote housing, automobile and health and pension consumption


Section 5: Optimize Modern Industrial System

Chapter 23: Support Strategic Emerging Industry Development

Article 1: Enhance Supportive Effect of Emerging Industries

Support development of new generation information technology, new energy vehicle, biotechnology, green and low carbon, high-end equipment and material and digital creative industries.

Column 8: Strategic Emerging Industry Development Action

(6) New Energy Vehicle

Implement new energy vehicle promotion plans; encourage use of new energy vehicles in urban public transit and taxi sectors; rigorously develop battery electric and plug-in hybrid vehicles; achieve breakthroughs in key technologies such as battery power density and high and low temperature adaptability; build compatible and connected charging infrastructure service network with unified standards; improve supporting policy system; achieve cumulative production and sales of 5 million NEVs; strengthen recycling of used NEV batteries.

Chapter 29: Improve Modern Comprehensive Transportation System

Article 2: Build Modern and Highly Effective Intercity and Urban Transportation

Vigorously develop inner/intercity railway system in urbanized areas and encourage the growth of existing intercity railways; connect cities and towns at varies sizes by the combination of both transportation systems; prioritize public transportation by rapidly developing large capacity public transport methods such as urban railway and bus rapid transit to encourage green commuting; promote development of customized transport such as online car-hailing; strengthen rapid traffic connection between downtown areas and branch highways; strengthen construction of urban parking facilities and postal and express delivery network service terminals.


Column 10: Key Traffic Infrastructure Projects

(6) Expressways

Accelerate construction of national expressway projects composed of 7 capital outbound expressway routes, 11 North-South expressway routes, 18 East-West expressway routes, as well as inner-city loops and parallels; improve density and services of expressway network in the Yangtze River Economic Zone and Beijing-Tianjin-Hebei region; promote expansion and renovation of busy and congested expressway areas; build or modify 30,000 km of expressways.

(10) Smart Traffic

Promote digitalization of transport infrastructure, tools and operation information, and accelerate the construction of connected vehicle and ship networks; perfect breakdown warning operation maintenance and intelligent dispatch systems; promote automated driving, facility digitalization and smart operation; promote one-stop ticketing service systems for railway, and road passenger transport; build public information service platform and traffic big data centers.

Chapter 44: Increase Intensity of Comprehensive Administration of Environment

Article 1: Deepen Implementation Pollution Prevention Action Plan

Establish environmental protection standards, supervision system of motor vehicles, ships and fuel.

(2) Atmospheric Environment Administration

Develop comprehensive control of volatile organic compounds of petrochemical and chemical enterprises and gas stations; accelerate the elimination of yellow-labeled old and used vehicles; implement State-VI emissions standards and corresponding fuel standards; promote recycling of fuel and gas from tankers and storage tanks.


Section 11: Construct Open Framework in all Dimensions

Chapter 49: Perfect Strategic Layout for Opening Up

Article 2: Deepen International Cooperation in Production Capacity and Equipment Manufacturing

By means of overseas investment, project contracting, technical cooperation and equipment export, international cooperation in production capability and equipment manufacturing will be nourished, with steel, metallurgy, building materials, railway, electricity, chemical, light textile, automobile, communications, engineering machinery, aviation/aerospace and naval/marine as the key industry for development.
